Abstract
Russian municipal service is a unique phenomenon. Its analysis from the point of view of international law experience is of particular interest. Why Russian municipal service is different from other countries, what is the reason that this aspect has taken such a specific vector of development? The answers to these questions are important not only for understanding the formation of the current situation of Russian municipal services, but also for predicting its future development. The author of the article compares some categories of municipal employees in Russia with similar categories of employees in Germany and provides recommendations on areas of possible cooperation between Russia and Germany in the sphere of municipal services.
