In foreign countries justice for minors in the form of the juvenile justice is very common. According to its fundamental principles, the state behaves as a trustee or body responsible for minors, protecting them from dangerous behaviors and harmful environment. In Kazakhstan, the legal basis for the establishment of specialized juvenile courts is provided for by separate articles in the Criminal and the Criminal Procedure Code of Kazakhstan, and they regulate the issues of criminal responsibility and punishment, whereas in the Civil Law Code these issues are not covered.
