ARTIFICIAL INTELLIGENCE TECHNOLOGIES AS A TOOL OF CONTROLLED CHAOS IN MODERN INTERNATIONAL RELATIONS

Abstract
This study examines the transformation of the “managed chaos” concept under the influence of artificial intelligence technologies in 2022-2026. Based on cases from Ukraine, the Middle East, and the South Caucasus, it demonstrates that generative AI, social media algorithms, and autonomous systems have reduced the cost of creating instability by thousands of times and removed this tool from state monopoly. The research proves that the main threat to small and medium-sized states is the loss of “narrative sovereignty” and “cognitive sovereignty”. In response, the doctrine of “digital sovereignty” is proposed, encompassing technological, legal, educational, and diplomatic measures. For Azerbaijan, developing such a doctrine is of priority importance amid digital transformation until 2028.
